1. Open the photo

2.Duplicate it.

3. Create two new layers

4.Fill it both with the blue Color info: RGB: R-000 G-255 B-255. Click 1 blue layer, then press Ctrl +I to make it red.

5. Change the layer mode to Screen

6. Merge two layers, then change the layer mode to Multiply.

7. Use the laso tool to bring out what you want to stand out and then use the move tool.

8. Remove the layer visibility and then press CTRL SHIFT I 

9. Color in the transparency with blue
